No. We have met people over the years who make a living in web design without knowing HTML. Does it help to learn basic formatting? Yes, go to Google and you can find tons of information on formatting HTML on a web page. Also, with most content management systems (like WordPress, Joomla, etc.), you don’t need knowledge on how to code because the text editor does the coding for you, but understanding basic HTML certainly can help.
There’s plenty of places on the internet that will teach you basic formatting in HTML and CSS.
